    There is already Operation Free Range, but it would be nice to extend the concept to across the APS

    There is a lot of talk about secondments but the bureaucracy is astounding. It is about making it substantially easier for staff to undertake them while knowing they will have a permanent position after secondments are completed.

    Indeed, we have talked a lot about secondments. And there is a general consensus that they are very useful. However, I can't see them happening much at all. Is this too expensive? Impracticable? Is there a way to take this forward?
